Essentially, you can set up a system or organisation, but you still need to do the daily work for it to operate positively.
We cannot depend upon structures to do the work of culture.
For example, coops can turn in to bad actors if there is no culture of commoning.
Aaron Benanav talked about this in relationship to multi-criterial economy (Future Histories International: Aaron Benanav | Beyond Capitalism). Everyday politics still required whatever institutional forms you create.
